Key Messages
↗ Cyber threats transcend borders and require robust and resilient cooperation among trusted partners.
↗ In many cases, state actors and their proxies in China, Russia, Iran, and North Korea are behind such attacks.
↗ Given similarities in values, policy direction and regional outlook, Australia and the Philippines should expand their cooperation on cyber security.
↗ Regional norm-setting, skilled labour and cooperation between security forces are key policy areas in which both countries can forge closer ties in the cyberspace.
