Dr Jeffrey F. Collins is an Adjunct Professor at the University of Prince Edward Island and Senior Policy Analyst with Canada’s Department of National Defence. A leading voice on Canadian defence procurement, he has authored numerous publications, including Reassessing the Revolution in Military Affairs (2015) and Canada’s Defence Procurement Woes (2023). He previously advised Canada’s Minister of Veterans Affairs and was selected for the US State Department’s International Visitor Leadership Program in 2019. Dr Collins holds a PhD in Political Science, an MA in International Relations, a law degree, and a BA with a Certificate in Public Administration.
